I am searching for a functionality for the following scenario:

In an organization with core and external users, both user types want to
use comments to manage user information. The core users, however, need to
manage more information which should not be readable by the external
users.

When they create a thread, there could be able to select the visibility
from an option box with the values "all" and the other groups of the
system.
