Trying to run the following command with horde and framework checked out
from CVS 10 minutes ago:

php create-symlinks.php --copy --src=/home/toomas/horde/cvs/framework
--dest=/usr/local/www/data/test/lib

While installing each package, the following warning is printed:
[  WARN  ] No filelist tag found inside:
           /home/toomas/horde/cvs/framework/Prefs/package.xml

The attached patch seems to fix the problem for me, but someone who is
actually a programmer should take a look at it.
