Don't know, wht is the best.

It seems it dies in lib/Horde/Data/csv.php, 
function discoverFormat , in
@include_once('File/CSV.php');

It shouldn't stop with including an non-existing file, but it does w/o
leaving a debug message.
Strange.
Installing PEAR module File 1.2.2 - everything is fine.
