I install horde 3.1.4 on my linux machine:

Apache/2.0.52 (CentOS)
horde-3.1.4(instaled in http://myserver.example/horde/)

after save config.php i type: http://www.myserver.example/horde/ in my
browser(Firefox) and i am  redirected to http://horde/login.php.
