The memcache server has been rewritten in HEAD to no longer use the
filesystem for locking.  So this bug seems not to be relevant anymore - or
you could say it has been fixed as the problem as described should no
longer occur (of course this change may cause problems elsewhere, but that
should be the subject of other tickets).
