In displaying an HTML message, a number of href tags are rewritten
strangely. They're all of the same format, including an ugly attempt by
the mail sender to encode a URL to be redirected to in the first URL. The
following is one example -- they're all rewritten the same way.

<A
href="http://pgnet.stanford.edu/home/rta/click?rtaCode=28354&rtaTarget=http:**news-service.stanford.edu*news*2007*may16*admits-051607.html&rtaTcode=28310&eid=56796885011"
>Class of 2011 signs on</a>
gets rewritten to:
<a
href="http://pgnet.stanford.edu/home/rta/click?rtaCode=28354&rtatarget="_blank"
>Class of 2011 signs on</a>
