I'm inclined to say that you can create empty files if this bothers you -
we're not going to stat the css files on every page load, and if we change
the stylesheet call to not output app-specific styles, then when someone
_does_ add a stylesheet for those apps, it won't be loaded until someone
remembers to change common-header.inc again.

Any other opinions on this one?
