Currently, if an IMSP address book is removed from the IMSP server from
outside of Horde, the share representing that address book will not be
removed.  In order to do so would also mean possibly losing all IMSP shares
if the IMSP server were down.  Turba will happily regenerate these shares,
but with a new share id, which means things like prefs and contact lists
would break for these sources.

We need to allow the pruning of shares only while we know for sure the
IMSP server is available.
