Because we don't use the same code to display messages (MIME_Viewer) when
we quote messages (code in IMP_Compose).  There is no easy, backward
compatible way to use the MIME_Viewer code.  And we are not going to hack
in a substantial amount of code in IMP_Compose to do this kind of
conversion.

this problem will be fixed when the MIME library components are rewritten
for Horde 4.
