the single quotes disappear.
For example, these To: headers will trigger this behaviour:
To: wibble''example at example.com
To: foo.o'grady at example.com, bar.o'grady at example.com

Messages are sent by invoking Postfix 2.1.1 as /usr/sbin/sendmail
Horde framework is version 3.1.6

Problems also exist with three or more single quotes:
To: foo'''bar at example.com

becomes:
foo'bar at example.com

by the time the MTA sees it.
