When a mailto in to following form is parsed in html inline:

mailto:user at something.com?subject=x&body=y

and y contains a # sign.

The reply window does not act correctly and the to: and body fields are
not populated.

Specific example:

Sophos PureMessage sends users Spam Digests.  The link to release a
quarentined message is to send an email to: 

pmx-auto-approve+b25d0d3126b5c4821b567867461d0 at someserver.ca

with subject:

Release message from quarantine

and body:

[#ptiUVQ-1]

(in case that gets parsed out it is:

[<pound>ptiUVQ-1]

I find that the body text after the pound sign is truncated and the to:
field does not get populated.
