In Safari 3 (OS X and Windows), you cannot "Switch to plain text
composition" more than once, if $_prefs['jseditor'] is FCKEdit.

If $_prefs['compose_html'] is TRUE,  you can switch from HTML -> Plain
Text -> HTML.
If $_prefs['compose_html'] is FALSE,  you can switch from Plain Text ->
HTML.

If you're using the Xinha editor, you can switch back and forth at will.
