I merged the Kolab_Format module to FRAMEWORK_3 now as I believe it is  
clean enough to be released as a PEAR packge. I added some  
documentation and example of how the package can be used.

In case the package currently does not meet some kind of required  
standard I'm prepared to fix it :)
