Depending on where the error is occurring, you might be able to  
navigate directly to horde/services/portal/edit.php if that doesn't  
work, you will have to clear the portal_layout preference directly in  
the preference backend for the user that is having the issue.

For the future,  versions can be found in either the application's  
help file (click the Help icon) or in the administration->setup page.
