I *think* this fixes things.  This was broken by changes in  
horde/index.php related to phishing/XSS attacks.  However, I don't  
think we need to be routed through index.php since frameset issues  
should not be a concern on a failed login.  But I have never  
understood the frameset code so someone else might want to look at this.
