Yes

No, it isn't displayed at all.

The email body text (attached a dump taken from our MySQL backend  
using "select comment_text into outfile ...").

Yes, it is showed when added through web interface or via email in  
UTF-8 format (it is not displayed if the email is in other content  
types and contains high ascii chars).
