At the startup of DIMP the qouta is not displayed. It is visible after  
clicking 'Fetch Mails'. Then it stays visible for the rest of the  
session. According to ticket #7254 it will be checked at every 'Fetch  
Mail', so it should be also checked and displayed at startup.
