No. This requires a bunch of stuff to happen on the server side
(including setup of server elements outside of the scope of Horde).
If somebody wanted to do this on their own server, it would probably
work fine but they would have to do all the server stuff (and
corresponding fckeditor config) themeselves.

No. Someone would have to write a plugin (similar to the old xinha
ansel plugin).
