I needed the feature to exclude some preferences from being stored in  
a backend driver.
I use the preferences to add my own preferences to the imp ones. This  
preferences are stored via XML RPC and not using a standard backend  
driver.

The attached patch allows setting the flag 'store' => false for a preference.

It's for ./horde/lib/Horde/Prefs.php
