when the forwarding rule is disabled in in ingo/config/prefs.php, it  
is not displayed anymore in the top menu of ingo. But if the whitelist  
/ blacklist rules are disabled, they are displayed anyway.

It would be fine if disabled rules will be hidden since they do not  
work. I have not checked how spam and vacation behave.
