On that note - is there any reason we shouldn't merge a lot of the  
Horde_Nls code into Horde_Registry (or at least the Core package)?   
All the stuff dealing with setting the environment is very Horde  
specific and, at a minimum, should not be done in a package outside of  
Core.  Arguably the country/geoip/coordinates code can remain in a  
separate package, but not the rest of the stuff.  (I bring it up here  
because I am finding it hard to decipher the Horde_Nls code to debug  
the present issue precisely because it is calling core code so much)
