horde cache is memcache.

Upgrading to IMP 4.3.8 css doesn't load. I have to disable  
$conf['server']['cachecss'] to let css to load.
I don't see errors into logs. Memcache appears to work as expected.
With previous version of IMP 'cachecss' works well with the same  
configuration.
