The change introduced in fixing Bug: 9085 prevents guest users from  
persisting data in the session. This affects e.g., captcha forms, pref  
storage in the session etc...

For the record, and to remind me to revert it - I previously added a  
hotfix for Whups to allow bugs.h.o to work properly (commits  
ac22a6e2d2a9797eb4b3 and ba0d8e3cb287ab84e2e2).
