On a clean install (no prefs in the horde_prefs table), I have  
$_prefs['categories']['shared'] set to FALSE in  
horde/config/prefs.php. When I create a new category while adding an  
object (kronolith event, turba object...), this category is available  
for all other Horde applications. I checked the horde prefs table and  
noticed that the preference scope is set to horde, and not to the  
scope of the application. When I change the scope manually in the  
horde_prefs table (e.g. to kronolith, turba), the categories are not  
shared anymore
