Changes have been made in Git for this ticket:

Fixes for new Viewport layout code
Removed unneeded float CSS definitions.

To simplify internal calculations, rename list_container -> list_header
- meaning we only will be adding height elements to the top of the
viewport message list.

Fixes some off-by-one bugs when dragging in horizontal mode.

Bug #9719: Fix scrollbar display for new viewport layout changes
Bug #9721: Fixes switching layout (although I never saw this)
