How would those notifications be displayed?  Updateable Blocks simply  
update the HTML contents contained inside of them.  They can't display  
notifications on the page because there is no system to dynamically  
add notifications to the blocks page (not entirely true - if  
authenticated to IMP in dynamic mode, it would technically be possible  
to push notifications via Growler notifications.  But this is not  
available in all circumstances so you can't code for this).
