Because setupNotification() exists in IMP.  And this needs to be  
called during Horde initialization.

...Although I'm not sure why we are calling setupNotification() in ALL  
applications vs. only applications that are currently authenticated.   
Jan's the one who implemented this, so he would probably be the one to  
best answer this question.
