But you are making the assumption that notifications need to be  
displayed.  There is no such requirement.  Notifications can be  
anything.  Theoretically, we could convert Horde::logMessage() to a  
log notification handler.  Which we WOULD want to be processed during  
an AS request.

Anyway, I answered my own question - we can't disable notifications entirely.
