Unfortunately, there is a naming conflict between the horde/Prefs  
Identity base driver and the name of the application-specific driver  
that would be used if Horde had a driver that extends  
Horde_Core_Prefs_Identities.  Therefore, the Horde driver will need a  
different name if ever implemented - otherwise, fallback to the Core  
driver because it provides the necessary email validation methods that  
don't appear in the base identities driver.
