No - this patch is not correct.

As previously mentioned, you need to figure out why these applications  
are NOT automatically being marked inactive.  There is no need to fix  
anything else - if the applications are marked inactive, everything  
works properly.

Until/unless you can provide a reproducible explanation why these apps  
are not being marked inactive, there is nothing to fix in this ticket.
