You are definitely not living in Portugal :P Just two examples:

- Train tickets sent by www.cp.pt (Trains of Portugal) match this kind  
of messages. How you can imagine its a big frustration paying a train  
ticket and not being able to print it (pdf)...
- Social Services from Portugal send this badly formatted messages too.
