The first time IMP is pushApp()'ed for me is on the portal page.  
Horde_Block_Collection calls Horde_Registry::getAppDrivers() which  
calls pushApp() without passing any $options parameter. Thus  
$options['logintasks'] is empty too and the login tasks section in  
pushApp() is skipped.
