To me this answer sounds to be a joke. How can i as a normal user  
restart a web server? The user can only restart his Browser or his own  
computer but never the web server used by hundreds or thousand other  
users! This is in fact a bug in the code of horde/imp/mailbox.php and  
other places e.g. horde/services/prefs.php. With firefox -> view  
source you can see that at several places the switch from one language  
to a different is not done.
