I have the same issue:

  EMERG: HORDE [passwd] /local/php/lib/php/Horde/Auth/../../../locale  
is not a directory [pid 24652 on line 43 of  
"/local/php/lib/php/Horde/Translation/Handler/Gettext.php"]
