I don't see this.

...but that's probably because I am using a more advanced IMAP server  
that supports CONDSTORE/QRESYNC and can catch any flag change.   
(arguably, your webmail installation is broken without an IMAP server  
that can support these extensions; see  
http://lists.horde.org/archives/imp/Week-of-Mon-20110523/052285.html)
