In my setup this behaviour of IMP is actually a bug.
I report spam (and ham) by moving mails into (or out of) an
autocreated, autosubscribed SPAM folder. So I do not have to send an
e-mail or call an external program.
My quick fix for now is:
$conf['spam']['program'] = '/bin/true';
It would be nice if a user could rely on its user-settings (move mail
if reported as spam to a given folder) no matter what reporting
mechanism is configured by the admin.
