I believe you that you don't see these problems in native pear  
installations; you are not testing for them.
We run a script (same as Mandriva, I think it was developed by PLD).  
We scan the files for such things as require_once /path/file.php and  
this reports the missing deps (at least some of them).
The other package I reported was issue #10735 where the problems are  
just a couple of typos (ML vs Ml)
I am basically using the command pear make-rpm-spec to create the  
basic spec file.
