Changing target to 5.1.  I am more than comfortable with the stability  
of the release.  However, it makes several (6-7) changes in  
configuration files, and this is a significant enough change to  
justify releasing in a minor, rather than point, release.  if just to  
make the UPGRADING file easier to parse.
