itip handler, which involved moving both the HTML templates and the  
itip request handling to exterior files.

I used Horde_Template for the HTML templates because that's what  
everything else in IMP currently uses.  At this point, mixing  
Horde_View and Horde_Template in an application is not acceptable.  In  
other words: everything in IMP must be ported over to Horde_View at  
the same time or else nothing can.
