When sending a mail with Cyrillic characters using the Russian  
interface locale, everything is fine (at least the mail saved in the  
Sent folder is displayed correctly):

I think, email encoding should not depend on the interface locale,  
better use UTF8 in all cases.

Using Horde 4.0.14 with Webmail 5.0.20
