Found something, I've now changed the horde auth driver to:

$conf['auth']['params']['app'] = 'imp';
$conf['auth']['driver'] = 'application';

imp works now for hordeauth = false and hordeauth = true.

So it looks like global "IMAP authentication" and the 'hordeauth'  
setting in imp is currently not compatible.
