In traditional view of imp (version 5.0.23 with horde-4.0.15) it is  
not possible to create a main folder in the 'folders' window.  
Subfolders can be created without problems, the problem does not occur  
in dynamic view.

The reason is located in file 'imp/folders.php' at line 121, where in  
this version has been added the condition '!empty($folder_list)'. If I  
throw out this condition, the folder-creation works without problems.
