IMP doesn't generate the PDF thumbnail itself - it uses an outside  
utility.  So this isn't an IMP bug.

And IMP is in readonly session mode, so the PDF generation won't block  
other PHP requests.  If this is truly happening in your installation,  
you need more than 1 PHP process on the server.  But that is WAY  
beyond the scope of a bug report.
