I found the solution. It's caused by sys_getloadavg, so I just  
disabled that function via

disable_function = sys_getloadavg

... in /etc/php.ini and now Horde thinks it's dealing with a Windows  
system and does the randomization differently

Please let me know if I screwed up the logic completely, but for now  
it's all working :-)
