Solution proposal:

Adapt the query for the history to "history_ts >= $start_ts AND  
history_ts <= $end_ts".
This might list entries already shown to the client.

If we now also store which highest 'history_id' we've seen during the  
last sync,
it will act as a monotonic counter.
