I'm not sure that this bug is related to Horde as SabreDAV lib is used  
for CalDAV/CardDAV implementation.
Owncloud using also SabreDAV doesn't have this problem.

This problem have been specified in http://bugs.horde.org/ticket/12275  
but without solution for Account URL.
