And this is expected, since the original specification of ZIP did NOT
specify character set information for the pathnames.
More recent ZIP specifications define a Unicode content field, but
this isn't perfect either since the decompressor has to support
reading this content field.
Regardless... this would need to be implemented in the ZIP creation
code. But it is an enhancement, not a bug.
