I managed to test this issue with a Exchange Server 2013.
It "solves" the issue just discarding the Sync returning a Status 4  
for the global sync if the number of contacts is more than 200  
(aprox.) No contacts are added to the account, just a Status 4 is  
returned and the whole sync is discarded.

I am uploading sniffer traces for a load of 200 contacts (success,  
status 1), and a load of 250 contacts (fails, status 4).
