It sounds like your permissions are not correct.  From docs/UPGRADING  
(6.0 -> 6.1):

IMP permissions are now applied per backend. To upgrade existing  
permissions, an admin needs to run the following script::

    bin/imp-admin-upgrade --task=backend_perms
