I discussed this on the IMP listserve and it was indicated that this  
is a ckeditor issue but I wanted to report my findings.

When composing a message, cut/paste from other applications does not  
work at all when using IE 11.  This is both for simple text and  
cut/paste from Word using the paste from Word button.

When using older versions of IE and Latest versions of Firefox, the  
paste from Word button does not properly paste with the formatting  
preserved.  That is, if you cut a paragraph with simple formatting in  
Word, then click Paste from Word, then paste the selection into the  
popup window that appears, the selection is properly formatted as in  
the original Word document but once you click paste on the popup  
window, the pasted content will be inserted as plane text.  All  
formatting is lost including any HTML links.
